The First National Expert Mission on Customs Valuation for Bhutan Customs under the WCO-ADB Multi-year Assistance for SASEC Countries (*)

The ROCB A/P and the ADB, with support from the WCO Secretariat and Maldives Customs Service, conducted the First National Expert Mission on Customs Valuation for Bhutan Customs under the WCO-ADB Multi-year Assistance for the SASEC Countries (Multi-year Project) from 22 to 26 June 2015 in Paro, Bhutan. Three Project Core Members (PCMs) of this Multi-year Project and 3 supporting officers from Bhutan Customs met the experts and joined the work.
This Multi-year Project is designed to support SASEC Counties’ efforts to realize the proper management of Customs Valuation control, ideally through Post Clearance Audit (PCA). The Multi-year project also aims to ensure effective trade facilitation and proper collection of national revenue, thus the Project consists of Sub-regional Workshops and a series of national expert missions to support implementing the respective tailor-made Action Plans. Each participating SASEC country is supposed to set its own target for the Multi-year Project, outlined in an Action Plan, and Bhutan Customs has set its target as “to make a Standard Operating Procedure (SOP) of Customs Valuation control”.
During the 5-day mission, the participants and experts from Maldives Customs Service and the ROCB A/P; updated the SOP and discussed how to prepare the final activity under this Project, which was provisionally scheduled in May 2016. Before completing this Multi-year Project for Bhutan, PCMs are expected to organize briefing sessions on the newly created SOP for providing a uniform guide to implement proper Customs Valuation control in line with international standards.
