Upon a request from the WCO Secretariat and an invitation by the workshop organizer, Mr. Kazunari Igarashi, Head of the ROCB A/P, attended the APEC Secure Travel Workshop on Countering Foreign Terrorist Fighter Travel, which was held on 30-31 August 2015 in Cebu, Philippines, with the objectives to discuss and share good practices in implementing the UNSCR 2178 (2014) on countering so-called “foreign terrorist fighters” and mitigate relevant security threats in the Asia/Pacific region. Approximately 60 representatives from the APEC member economies and international organizations, including the WCO, attended the Workshop.
Mr. Igarashi, as one of guest speakers, made a presentation on the WCO’s initiatives in securing aviation travel, in particular, responding to the adoption of the UNSCR 2178 (2014) from the Customs perspectives, as well as the roles being undertaken by the WCO at international level, and by the Customs at national level respectively, in leading coordinated border management to contend with a series of challenges in border control. Representatives of the US Customs and Border Protection and US Transportation Security Administration led the Workshop as resource speakers and participants actively participated and contributed the discussion to share their experiences in counter terrorism measures. Participants underlined the needs and importance of continued experience sharing and capacity building to contend with complex challenges.
