Upon a request from the WCO Secretariat, Mr. Kazunari Igarashi, Head of the ROCB A/P, attended the 6th APEC Counter-Terrorism Working Group, which was held on 1-3 September 2015 in Cebu, Philippines, and briefed the WCO's counter-terrorism and security initiatives, which were unanimously adopted at the recent WCO Council Sessions in June 2015, to APEC Counter-Terrorism Working Group with a view to deepening the understanding on the latest technical standards developed by the WCO and seeking possible collaboration in the Asia/Pacific region to contend with perceived complex challenges in supply chain and travel security.
In his presentation, Mr. Igarashi highlighted principles and 4 core elements of the SAFE FoS and its recent revisions, including the addition of new Pillar 3 on Customs and Other Government Agencies cooperation and electronic pre-loading cargo information requirement, as well as updates of Customs-Business Partnership Guidelines and AEO Compendium. He also explained the advancement in aviation security program and adoption of the WCO security initiative. The Working Group welcomed and appreciated the WCO’s contribution and sharing updated information on these trade supply chain security measures, and recognized that there are good potentials for both APEC and WCO to collaborate, especially in capacity building for implementation of these newly adopted standards and guidelines for the sake of assuring safety of supply chain and travel security in the Asia/Pacific region.
