ROCB A/P Highlights WCO’s Effort in Building Members’ Capacity for Paperless Trade

At the invitation of the UNESCAP, Ms. Alpha Wong of the ROCP A/P attended the First Meeting of Legal and Technical Working Groups of the Interim Intergovernmental Steering Group on Cross-border Paperless Trade Facilitation, which was held on 9-11 September 2015 at the UN Convention Center in Bangkok, Thailand. Forty-seven representatives from 19 UNESCAP Member administrations, including some Customs officials, and UN advisers on paperless trade participated in the Meeting.


The Legal and Technical Working Groups are established under the above-said Steering Group in April 2015 with a view to further improving the draft text of the regional arrangement for the facilitation of cross-border paperless trade and preparing a draft road map for the implementation of substantive provisions in the draft text. During the 3-day meeting, there were plenary discussion and break-out session for the two Working Groups to discuss the draft articles one by one as well as deliverables for supporting members in the implementation of paperless trade.  Ms. Wong spoke on the WCO tools for facilitating trade and activities organized by the WCO and the ROCB A/P to build capacity of Customs administrations in Single Window, AEO Mutual Recognition Arrangement and electronic information exchange.  Administrations were encouraged to take into account the WCO’s existing tools and guidelines for developing paperless trade.
