Collaboration with ADB SASEC Customs administrations is making steady progress

At the invitation of the ADB, Mr. Kazunari Igarashi, Head of the ROCB A/P, attended the 4th Meeting of the ADB South Asia Sub-regional Economic Cooperation (SASEC) Customs Sub-group (SCS-4) held on 28 October 2015, Cebu City, Philippines, with the ADB’s sponsorship.  Approximately 40 high-level officials representing Customs and transport authorities from 6 SASEC countries (i.e. Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka) and an observer country (i.e. Myanmar), as well as ADB officials and their national consultants participated in this Meeting.  It was chaired by Mr. Sandeep Kumar, Commissioner (Customs) of India Central Board of Excise sand Customs, and co-chaired by Mr. Diwesh Sharan, Deputy Director General, SARC of ADB.

 

The Meeting discussed a number of important subjects, including sub-regional collaboration on trade and transport facilitation through pushing forward a series of joint actions under the SCS Work Plan 2014-2016.  High-level delegates also shared progress on their respective modernization programs.  Mr. Igarashi made a presentation under the session where sub-regional capacity building in Customs was discussed.  He explained progress on the SASEC Multi-Year Project on Customs valuation Control through PCA, the so-called “V6 Project”, and the focus of WCO A/P Regional and National workshops for 2015/2016.  In this regard, he stressed the value of knowledge for innovation purposes.  Further, with a view to optimizing the benefits accrued from these workshops, he suggested some key principles to which were well received by the delegates. This includes selecting the right officers to represent at workshops and meetings, and giving them clear instructions on the expectation from their representation inline with the on-going national initiatives for reform and modernization.  ROCB A/P re-affirmed its continued collaboration with ADB as a main development partner in various domains, including trade facilitation.
