Fruitful results in the 13th Heads of the Asia/Pacific WCO Regional Training Centers Meeting held in Malaysia

The 13th Heads of the Asia/Pacific WCO Regional Training Centers (RTCs) Meeting was convened at the Royal Malaysian Customs Academy (AKMAL), Malacca, Malaysia, on 3-4 November 2015.  Heads and delegates of seven RTCs, representatives from the WCO and the A/P Vice-Chair’s Office attended and charted the way forwards for strengthening the cooperation between RTCSs and the ROCB A/P and better contributing to the A/P regional capacity building activities  


This year, the Meeting was hosted by the Royal Malaysian Customs Department (RMCD) with the full logistics support from the AKMAL.  Officiating at the Opening Ceremony, Dato’ Sri Khazali Bin Haji Ahmad, A/P Vice-Chair and Director General of the RMCD, expressed his appreciation to the ROCB A/P and RTCs for their contribution to the enhancement of capacity building in A/P region.  He reaffirmed that the A/P Vice-Chair’s Office would work closely with the ROCB A/P in the implementation of the region’s capacity building annual work plan as aligned with the Regional Strategic Plan.  Not only highlighting the important role of the RTC in supporting the ROCB A/P but also he hoped RTCs would well utilize the WCO Evaluation Package for ensuring quality training for A/P region.


Speaking at the same occasion, Ms. Harumi Chikada, Regional Development Manager for A/P and Mr. Kazunari Igarashi, Head of the ROCB A/P gave remarks and called for stronger cooperation between RTCs with a view to enhancing the Customs capacity in better border control and trade facilitation.


At the two-day Meeting, Ms. Azimah Binti Abd Hamid, Director of AKMAL, was unanimously elected as Chairperson and presided over a number of important agenda items.  In addition to sharing their wisdom and experience in capacity building strategies, among other things, Heads and delegates of the RTCs discussed the way forward with the WCO Regional Training Evaluation Package and the ROCB A/P Follow-Up Survey Exercise.  The Meeting agreed to continue the on-going evaluation exercise with slight adjustments.  To further facilitate the concept of “Center of Excellence”, the Meeting welcomed the new initiative proposed by the ROCB A/P in developing research papers on the topics of the regional workshop hosted by the respective RTCs.  Application of WCO Customs Professionalism Framework was discussed as well.  Under the excellent and insightful chairpersonship of Ms. Hamid, the Meeting concluded with a success, and tangible outputs and collaborative actions for the future.  Delegates expressed their sincerest appreciation to the RMCD and the AKMAL for their warm hospitality and excellent works undertaken.


With the generous offer from Hong Kong Customs, the next RTC Meeting will be held in Hong Kong in 2016.


After the Meeting, Heads and delegates had a site visit to the AKMAL facilities, such as IT training rooms, shooting range, dormitory, etc., with escort of the AKMAL staff.
