WCO Asia/Pacific Regional Workshop on Non-Intrusive Inspection

The WCO, in cooperation with the ROCB A/P and the Australian Department of Immigration and Border Protection, organized the WCO A/P Regional Workshop on Non-Intrusive Inspection on 12-16 September 2016 at the Melbourne Customhouse of the Australian Border Force (ABF) under the sponsorship of CCF/Japan. A total of 30 officials representing 26 WCO Members, including the speakers from the host administration, participated in this Workshop. An Accredited Expert from the Dutch Customs participated in the workshop as the leading resource person and Mr. Kazunari Igarashi, Head of the ROCVB A/P, took part in it as the facilitator.
Amid of the mounting concern around the world, this regional workshops was designed to provide a comprehensive understanding of the principles of the WCO SAFE Frameworks of Standard (FoS) and the WCO’s Security Package by examining the latest development of the SAFE FoS, good practices in the identification of high-risk containers through the application of a tactical risk management approaches, and the latest technologies available. Procurement and maintenance of the NII scanners was discussed. Participants were also briefed of the WCO’s on-going initiatives in unifying the NII image file format and subsequent pilot on data sharing with a view to facilitating NII image data file among the Member Customs administrations, regardless of the use of the different service providers, and developing the database thereof for possible development of training module. In the course of the Workshop, the participants were escorted to the site visit at the Melbourne NII facility, where the new large-scale NII scanner was installed recently, and observed ABF’s NII practices as well as supplementary facilities, such as mini-laboratory and health and safety equipment.
