On 4 November 2016, Mr. Kazunari Igarashi, Head of the ROCB A/P joined the WCO mission in Bangkok, Thailand, which aimed at exploring possible areas of cooperation to promote the WCO Security Program with the Thai Customs Department. The mission was headed by Mr. Yoshiro Baba, WCO External Relations Officer, and accompanied by Mr. Roman Bruhwiler, Technical Attaché and a member of Security Program Team, and Mrs. Varduhi Tovmasyan, Assistant Coordinator of External Relations. The Mission visited the Suvarnabhumi Airport Passenger Control Bureau and heard their state of play in the use of API and PNR. The Mission also visited the Suvarnabhumi Airport Cargo Clearance Customs Bureau and discussed Thai Customs’ ongoing initiatives in air cargo security. They had escorted site visits to the warehouses in the airport premises as well. The WCO mission continues in the following week for site visit to the Thailand-Malaysia border area and to Indonesia subsequently.
These missions aim at developing a project to promote the WCO Security program in response to the G7 Action Plan of the Leaders’ Declaration at the recent Ise-Shima Summit, which highlighted the WCO Security Program as one of the international measures to be pushed forward as one of counter-terrorism measures for strengthening cooperation among border agencies. In this respect, the WCO is going to organize a Sub-regional Meeting on 23-25 November 2016 in Hanoi, Vietnam, to evaluate the capacity of Customs in conducting a set of Security Package measures and identify Members’ specific assistance needs in implementing these measures. ROCB A/P is going to collaborate with the WCO Security Program team in bolstering Members capacity to contend with terrorism.
