ROCB A/P joins Launching Ceremony of WCO Security Project

On 23 March 2017, the official launching Ceremony of the WCO Security Project for Southeast Asia, which is financed by the Japanese Government, was held in Bangkok, Thailand.  Approximately 100 guests, including representatives of project participating Member administrations, International organizations and Customs Attachés stationing in Bangkok, were invited to the Ceremony. Mr. Kazunari Igarashi, Head of the ROCB A/P and his staff also attended the Ceremony.


The Ceremony was officiated by the opening address by Dr. Kunio Mikuriya, WCO Secretary General, followed by the remarks by Deputy Secretary General of Thai National Security Council, Japanese Ambassador to Thailand, and Thai Customs Director General.  In his remarks, Secretary General explained the background and the rationale of this new WCO security initiative, which aims at assisting WCO Members, in particular Members in the Southeast Asia region, and introduced five key components of this initiative, namely: Passenger Controls by the use of API/PNR; Programme Global Shield aimed at countering IEDs; Strategic Trade Controls; Small Arms and Light Weapon; and Money Laundering and Terrorist Financing.  Subsequently, facilitated by Deputy Director of the Compliance and Enforcement Sub-Directorate of the WCO Secretariat, panelists from INTERPOL, IATA, Counter IED Centre of Excellence, Indonesia Customs and Pakistan Customs shared their views and experiences in this regard. The facilitator closed the panel session, saying that this Ceremony was a good opportunity for us to reconfirm the Customs’ responsibility regarding the security matter and expressing his expectation for further collaboration with the ROCB A/P through Capacity Building activities to this end.
