On 25-27 April, the WCO Regional Strategic Workshop on the WCO Security Program has organized in Jakarta, Indonesia, under the sponsorship of Japan Customs Cooperation Fund (CCF/Japan). 34 participants from the WCO Members, including 1 observer from the RILO A/P, and 4 resource speakers participated in the Workshop. Mr. Kazunari Igarashi, Head of the ROCB A/P, participated in it as one of the workshop facilitators.
In the 3-day workshop, participants heard detailed explanation of the WCO Security Program, focusing the control of chemical substances and materials used to made improvised explosive devices under the Program Global Shield, enforcement against illicit trafficking in small arms and light weapons in air cargo and its diversifications, and the use of Advance Passenger Information (API) and Passenger Name Record (PNR) to contend with the threats of foreign terrorist fighters and other transnational organized crime, including drug trafficking and cash smuggling among other things. Participants discussed their perceived security risk and exchanged possible actions and measures to mitigate security loopholes and vulnerabilities among them. Workshop participants has a chance to visit Sukarno Hatta Airport Customs and TNT Warehouse to observe the Indonesia’s practices in the use of API and PNR for passenger risk assessment and physical control thereof, and assuring air cargo supply chain security to prevent illicit trafficking in strategic commodities and other contrabands. On this occasion, on 28 April, the WCO and Japan Customs organized a half-day session of a briefing and awareness-raising on the Security Program, which is designed specifically for the Southeast sub-region and its surrounding countries and financed by the Japanese government as part of their commitments to the recent G7 Summit Counter-Terrorism Statement.
