WCO Regional Workshop on Customs Valuation and Revenue Package
5-9 June 2017, Kobe, Japan
The WCO, in cooperation with the ROCB A/P and Japan Customs, organized the WCO Regional Workshop on Customs Valuation and Revenue Package was held on 5 – 9 June 2017 at the Kobe Customs Headquarters in Kobe, Japan, under the sponsorship of the Japan Customs Cooperation Fund (CCF/Japan). A total of 33 officials representing 26 WCO A/P regional Member administrations participated in the workshop. Several officials from Japan Customs also took part in the Workshop as observers and joined some of the programs, such as the breakout discussion sessions, and exchanged with other workshop participants. Resource speakers from the WCO Secretariat and Japan Customs led the workshop program. Mr. Kazunari Igarashi, Head of the ROCB A/P, participated in the workshop as a facilitator.
The main objective of the Workshop was to provide participants with the up-to-date technical information on the topic of Customs valuation, and to share and discuss good practices for effective valuation controls. Accordingly, the Workshop program featured a range of Customs valuation issues, including technical questions relating to multi-national companies, such as royalties and license fees and transfer pricing. Sessions were also held on the WCO’s Revenue Package program, which was designed to enhance fair and efficient revenue collection. In the course of the workshop, Mr. Igarashi made a presentation on the regional capacity building assistance program and underlined the importance of the workshop participants recommendations to their respective home administration to make betterment in their daily operation in Customs valuation domain. He also introduced a summary of the gist of the ROCB A/P’s Workshop Follow-Up Survey and showcased several commendable follow-up actions taken by the participants and changes realized in the wake of these actions and encouraged them to take their continued engagements in the reform and modernization.
Workshop participants acknowledged and thanked Kobe Customs and Japan Customs Training Institute for their generous hospitality and coordination made for this Regional Workshop. The participants also thanked the WCO, resource person from Japan Customs and the ROCB A/P and the CCF/Japan for their arrangement and contribution to this Regional Workshop.
