ROCB A/P introduces the WCO tools at the UNEP Risk Profiling Workshop

At the invitation from the UN Environment Ozon Action Asia and Pacific Office, Dr. Tong Hua, Program Manager of the ROCB A/P, attended the Risk Profiling Workshop for Customs and Border Control Officers and National Ozone Officers of India, Maldives, Pakistan and Sri Lanka, which was held from 20 to 22 June 2018 at the UN Conference Center in Bangkok, Thailand, as a resource person. Around 25 Participants from the Customs administrations and the National Ozone Units of the targeted countries and the UN Environment attended the workshop.
Dr. Tong made a presentation on the WCO tools and instruments for combating illegal ozon depleting substances (ODS) trade and member’s practices in the A/P Region. He introduced the steps of risk profiling and risk assessment by using the WCO Risk management Compendium. In particular, Dr. Tong highlighted how to utilize Harmonized System nomenclature, open source information, trade route analysis, data mining and trader credit management to target the high risk trade in the ODS commodities. He further introduced the useful tools and instruments, such as the WCO Cargo Targeting System, IRIS Platform and e-Learning environmental topic courses. His presentation was well received by the participants. During the workshop, Dr. Tong attended another meeting regarding consultation for a proposed 2019-2023 Regional Enforcement Network (REN) for Chemicals and Waste project on 20 June 2018. He exchanged candid views on the logical framework of the REN Project, and sought closer cooperation between the ROCB A/P and the REN in the future.
