ROCB A/P introduces the WCO Instruments and Tools on Risk Management and Pre-Arrival Processing to Combodia Customs representatives in Thailand

At the invitation of the ARISE Plus Cambodia project, Dr. Tong hua, Program Manager of the ROCB A/P, attended the Study Tour on Pre-Arrival Processing (PAP) and Risk Management (RM) of Cambodian Customs Officials to Thailand held on from 15 to 16 October 2019 in Bangkok, Thailand. A delegation of 9 senior officials led by Deputy Director General of the General Department of Customs and Excise (GDCE) as well as the representatives from the European Union (EU) and the Internationale Zusammenarbeit (GIZ)  gathered and discussed topics on challenges and opportunities by utilizing the advanced technology including big data, blockchain and artificial intelligence in the RM and PAP areas.


Dr. Tong delivered a presentation of “WCO Instruments & tools and International good practices on PAP and RM” on 15 October 2019. He highlighted the key points related with PAP and RM in the WCO Revised Kyoto Convention, WCO SAFE framework, WCO Risk Management Compendium as well as WCO implementing the WTO TFA Guidance. He also shared members’ best practices and responded lots of questions on RM architecture and framework cycle, Pre-Arrival data sharing mechanism and risk indicators of Maritime cargos and Express goods. This study tour also arranged site visit to Maersk HQ, DHL Hub and Customs at Suvarnabhumi Airport and Laem Chabang Port to learn the systems and practices in Thailand.


ARISE Plus Cambodia is co-financed by EU and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is equipped with funds and commissioned for a period of 54 months (01/2019-06/2023). The project is implemented by GIZ and aims to support greater connectivity and economic integration between Cambodia and the rest of ASEAN through implementing the AEC Blueprint 2025 and strengthening institutional capacity.
