Dear readers,


Hello! and welcome to the ROCB Website. We are so happy to meet you online.


The ROCB is an organization which supports, together with the World Customs Organization (WCO), Asia/Pacific Member Customs Administrations in its modernisation efforts through Capacity Building and Development support.


This Website is just an introduction of our work but you can be well informed of some of the activities we do.


To begin with, let us introduce Workshops that we handle. The ROCB A/P supports WCO Workshops on a variety of Customs topics.  Customs is at the frontline of international trade 24/7, to control illegal goods. Successful seizures on contrabands have huge impact on our society. At the same time, when  goods cross the border, they passes Customs twice: Customs of exporting country and importing country. That is an important factor why Customs Procedures are ideally harmonised for the smooth flow of legitimate trade, for better life of people and a country’s economic growth.  The ROCB A/P supports WCO Workshops for its Members to effectively control the contrabands, or to harmonise their application of international standards set by the WCO. The ROCB A/P makes efforts to make these activities to be more effective, and  have better impact on Members.


The ROCB is also a “regional hub” of activities.  You can refer to Regional facilities like drug detector dog centres, scientific laboratories and training centres on this Website, as well as easy-to-read essays on various Customs topics written by the staff of the ROCB A/P. You are welcome to read those materials and give us feedback for better dissemination of knowledge in the Region.

2-4 July, 2024, Shanghai, China

The Pre-operational Workshop of Operation DEMETER X in the Asia and Pacific Region, funded by the Customs Cooperation Fund of China (CCF-China), was organized in Shanghai from July 2-4, 2024. 

27th-29th June 2024, Brussels, WCO

The 143rd/144th Council Sessions of the World Customs Organization (WCO) were held at WCO Headquarters in Brussels, Belgium from 27th to 29th June 2024. Directors General of Customs representing the WCO Members participated. Mr. Jun Tajima, Programme Manager of ROCB A/P attended as an observer. 

5th June 2024, Phu Quoc, Vietnam

Upon the invitation of the ASEAN Secretariat, Mr. Norikazu Kuramoto, the Head of the ROCB A/P accompanied with Secretary General of the WCO, actively participated in the 13th ASEAN – World Customs Organization (WCO) Consultation at the 33rd Meeting of the ASEAN Directors-General of Customs held on 5th June 2024 in Phu Quoc, Vietnam, Co-chaired by ASEAN representatives from Thai Customs and Vietnam Customs. 

3-5 June 2024, Bangkok, Thailand

At the invitation of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Mr. Jun Tajima and Mr. Jaemin Cho, Program Managers, attended the 3rd session of the Standing Committee of the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific (CPTA) facilitated by UNESCAP from 3-5 June 2024 on behalf of the ROCB A/P as an observer. 

6-10 May 2024, Palasamudram, India

The WCO Sub-regional Workshop on Training Management took place at NACIN Palasamudram in India from 6-10 May 2024, under the sponsorship of the Customs Cooperation Fund Japan (CCF/Japan). 

8 - 10 May, 2024, Shenzhen, China

The 6th WCO Global AEO Conference was hosted in Shenzhen, China on May 8th 2024. This event gathered over 1,200 attendees from 108 countries with the theme “Harnessing the Power of AEO Programmes for Inclusive and Sustainable Global Trade”.

Mr. Norikazu Kuramoto, the Head of the ROCB A/P and his colleagues, paid a courtesy call on the occasion of new year 2024 on Mr.Theeraj Athanavanich, the Director - General of the Thai Customs Department, Mr. Phantong Loykulnanta, Principal Advisor on Duty Collection Management & Development, Mrs.Nunthita Sirikup, Deputy – Director General, Mrs.Kitjaluck Srinuchsart, Deputy – Director General, Mr.Niti wityatem, Deputy – Director General, Mrs.Arpapannee Sangmukda, Director of Human Resource Management Division, and Mr.Vishnu Wacharawanich, Secretariat of the Thai Customs Department. 

26th January 2024, Bangkok, Thailand

At the invitation of the Royal Thai Customs, Mr. Norikazu Kuramoto, Head, and his colleagues from ROCB A/P attended International Customs Day 2024 at the Thai Customs Department to celebrate International Customs Day with Thai Customs. During the ceremony, Mr. Theeraj Athanavanich, Director-General of Thai Customs, presented WCO Certificates of Merit to distinguished officers. 

 Guest Visits

11th July 2024, Bangkok, Thailand

To foster understanding on capacity building activities focused on drug enforcement, the four officials from the International Investigation Division of Korea Customs Service paid a visit to the ROCB A/P. 

9th July 2024, Bangkok Thailand

Mr. Jun TAJIMA, the Head of ROCB A/P and his team met with Mr. Joe Cannon, the Director of International Relations of New Zealand Customs Service and Mr. David Radovanovich, Customs attaché from New Zealand Embassy in Thailand on July 9th, 2024.
