Message From ROCB Asia/Pacific

Welcome to the ROCB A/P website!


WCO Asia/Pacific Regional Office for Capacity Building (ROCB A/P) was established in September 2004 as the first ROCB aiming at coordinating and improving the Customs capacity building activities in line with the WCO’s regionalization approach. 


Environment surrounding the Customs operation is very diverse and evolving consistently. Stage of Customs modernization varies from one WCO Member administration to another. Administration’s priority varies as well.  In tandem with the development in ICT, expansion of global trading system as well as continued changes in business practices for international transactions of the goods, Customs administrations in the Asia/Pacific region are striving for its reform and modernization to provide due dividends accrued to the nations. Region’s capacity building activities conducted by the ROCB A/P are categorized based on 4 pillars of its objectives, namely: (i) To support the implementation of the WCO Conventions, instruments and tools; (ii) To further enhance collaboration with development partners; (iii) To improve needs analysis, planning, delivery and management of regional capacity building activities; and (iv) To enhance communication and information sharing among Members administrations.


This website is to provide some of the snapshots on the Customs capacity building activities in the Asia/Pacific region and continue communication with the regional Member and development partners. 


Above activities cannot be pursued by the ROCB A/P alone and, in fact, it requires the region’s commitment and cooperation with great leadership of the Regional Vice Chair and the support from the Regional Training Centers as well as the region’s experts in various domains. In this regard, the ROCB A/P would like to call for continued commitment and support of these stakeholders. At the same time, the ROCB A/P expresses its sincere appreciation to the donor administrations and development partners for generous funding for these capacity building activities coordinated by the ROCB A/P.

20 March 2017, Melaka, Malaysia

WCO Sub-Regional Workshop on Advance Ruling and Origin Certification for ASEAN Member Countries was conducted on 20-24 March 2017 at the Royal Malaysian Customs Academy (AKMAL) in Melaka, Malaysia, under the sponsorship of CCF/Japan, and in cooperation with the ROCB A/P and Royal Malaysian Customs Department (RMCD). 

20 March 2017, Nay Pyi Taw, Union of Myanmar

WCO Secretary General, Dr. Kunio Mikuriya, visited the Union of Myanmar to meet Union Ministers and Deputy Ministers in Nay Pyi Taw and call for high-level political support for further enhancing cooperation among the border control agencies, including Customs, with a view to facilitating legitimate trade and strengthening the country’s resilience to the terrorism and transnational organized crime. 

14 March 2017, Suva, Fiji

The 18th WCO Asia/Pacific Regional Heads of Customs Administration (RHCA) Conference was held in Suva, Fiji. 

2 March 2017, Brussels, Belgium

12th Global Meeting of Regional Offices for Capacity Building (ROCBs), Heads of the Regional Training Centers (RTCs) and Vice-Chairs’ Offices was convened on 2 and 3 March 2017 at the WCO Headquarters in Brussels, Belgium, and the delegates discussed a set of important capacity building agenda, including the implementation of the WCO’s Mercator Program, regional strategic plan and the regional donor conferences among other things. 

20 February 2017, Hua Hin, Thailand

At the invitation from the Fiscal Policy Research Institute Foundation (FPRIF) of Thailand, which is a research institute supporting Thailand’s economic and fiscal management, Mr. Kazunari Igarashi, Head of the ROCB A/P, attended the ASEAN Directors General Meeting on Excise Taxation held on 20 February 2017 in Hua Hin, Thailand, as a guest speaker. 

15 February 2017, Bangkok, Thailand

On 15 February 2017, the Regional Office for Asia and the Pacific of the UN Environment Programme hosted the 18th meeting of the Asian Regional Partners Forum on Environmental Crime (ARPEC) in the UN building in Bangkok, Thailand. 

27-30 January 2017, Baku, Azerbaijan

At the invitation of Prof. Aydin Aliyev, Chairman of the State Customs Committee of Azerbaijan, Dr. Tong Hua, ROCB A/P Program Manager, participated in the International Academic Conference held at the Azerbaijan Economic University in Baku, Azerbaijan, on the occasion of International Customs Day and the 25th Anniversary of the State Customs Committee of the Republic of Azerbaijan. 

 Special Topics

1-3 April 2017, Chiang Rai, Thailand

At the generous invitation of the Thai Customs Department (TCD), Mr. Kazunari Igarashi, Head of the ROCB A/P, and his colleagues along with Bangkok-based JICA Expert and Korea Customs Attaché, visited Customs Houses in Chiang Rai Province of Thailand, which is located in so-called “Golden Triangle” for a study visit program organized by Mr. Paisal Chuenjit, Principal Advisor of the TCD, and the Thai Customs Academy. 

On 28 March 2017

Mr. Kazunari Igarashi, Head of the ROCB A/P, and his colleagues paid a courtesy visit to Mr. Auychai Kultipmontre, newly appointed Deputy Director General (DDG) of the Thai Customs Department (TCD), at his office and extended their compliments for DDG Auychai’s appointment and undertaking important responsibilities, including ICT Department and Trade Incentive Program.

24 February 2017, Bangkok, Thailand

On 24 February 2017, Mr. Hideharu Tanaka, Director of Japanese Foreign Ministry and current Vice Chairperson of the WCO Finance Committee, visited the ROCB A/P in the margin of his business trip to Bangkok. 

 Staff Updates

In 2015, Hong Kong Customs assigned this important mission to me as a WCO Technical Attaché in the ROCB A/P for two years.
