Message From ROCB Asia/Pacific

Welcome to the ROCB A/P website!


WCO Asia/Pacific Regional Office for Capacity Building (ROCB A/P) was established in September 2004 as the first ROCB aiming at coordinating and improving the Customs capacity building activities in line with the WCO’s regionalization approach. 


Environment surrounding the Customs operation is very diverse and evolving consistently. Stage of Customs modernization varies from one WCO Member administration to another. Administration’s priority varies as well.  In tandem with the development in ICT, expansion of global trading system as well as continued changes in business practices for international transactions of the goods, Customs administrations in the Asia/Pacific region are striving for its reform and modernization to provide due dividends accrued to the nations. Region’s capacity building activities conducted by the ROCB A/P are categorized based on 4 pillars of its objectives, namely: (i) To support the implementation of the WCO Conventions, instruments and tools; (ii) To further enhance collaboration with development partners; (iii) To improve needs analysis, planning, delivery and management of regional capacity building activities; and (iv) To enhance communication and information sharing among Members administrations.


This website is to provide some of the snapshots on the Customs capacity building activities in the Asia/Pacific region and continue communication with the regional Member and development partners. 


Above activities cannot be pursued by the ROCB A/P alone and, in fact, it requires the region’s commitment and cooperation with great leadership of the Regional Vice Chair and the support from the Regional Training Centers as well as the region’s experts in various domains. In this regard, the ROCB A/P would like to call for continued commitment and support of these stakeholders. At the same time, the ROCB A/P expresses its sincere appreciation to the donor administrations and development partners for generous funding for these capacity building activities coordinated by the ROCB A/P.

10-14 July 2017, Hanoi, Vietnam

WCO/Norad Project Mission on Stakeholder Engagement and Client Service for Vietnam Customs was conducted on 10-14 July in Hanoi, Vietnam.

The 129th/130th Session of the WCO Council was convened on 6-8 July 2017 at the WCO Headquarters in Brussels, in which more than 400 delegates and observers participated. 

28 June 2017, Bangkok, Thailand

At the invitation of the International Federation of Freight Forwarders Associations (FIATA),Ms. Eva Suen of the ROCB A/P participated in and contributed to the 11th FIATA Region Asia/Pacific (RAP) Field Meeting held on 28 June 2017 in Bangkok, Thailand, in which about 100 representatives from 14 countries attended. 

19-23 June 2017, Brussels, Belgium

The first WCO Global Mercator Program Advisors (MPAs) Workshop was held on 19-23 June 2017 at the WCO Headquarters in Brussels, Belgium, 

14-15 June 2017, Thimphu, Bhutan

At the invitation of the ADB and Bhutan Customs, Mr. Kazunari Igarashi, Head of the ROCB A/P, attended the 6th Meeting of the South Asia Sub-regional Economic Cooperation (SASEC) Customs Subgroup (SCS-6), which took place on 15 June 2017 in Thimphu, Bhutan, as one of the resource speakers. 

5-9 June 2017, Kobe, Japan

The WCO, in cooperation with the ROCB A/P and Japan Customs, organized the WCO Regional Workshop on Customs Valuation and Revenue Package was held on 5 – 9 June 2017 at the Kobe Customs Headquarters in Kobe, Japan, under the sponsorship of the Japan Customs Cooperation Fund (CCF/Japan). 

5-9 June 2017, Bangkok, Thailand

The WCO organized the Sub-Regional Workshop on Technical Update of Rules of Origin for ASEAN Member Customs Administrations on 5-9 June 2017 in Bangkok, Thailand. 

2 June 2017, Yangon, Myanmar

With the invitation of Myanmar Customs Department (MCD) and Japan International Cooperation Agency (JICA), Mr. Takayuki Miyoshi, CCF/Japan Operation Manager of ROCB A/P, attended the Development Partner Meeting for the MCD, which was held on 2 June 2017 in Yangon, Myanmar. 

29 May 2017, Tokyo, Japan

Seizing the occasion of a mission to Japan, Mr. Kazunari Igarashi, Head of the ROCB A/P, visited the Customs and Tariff Bureau (CTB) of Ministry of Finance in Tokyo on 29 May 2017 and greeted the CTB executives, including Mr. Mikio Kajikawa, Director General of the CTB, and Mr. Hiroshi Kishimoto, Deputy Director General of the same. 

25 May 2017, Dhaka, Bangladesh

Mr. Kazunari Igarashi, Head of the ROCB A/P, visited Bangladesh National Board of Revenue (NBR) in Dhaka on 24-25 May 2017 with a view to consulting Chairman and Members of the NBR how the WCO and the ROCB A/P could further strengthen current cooperative ties with the NBR in order to better contending with a series of the WCO prioritized issues, such as supply chain security and counter-terrorism, trade facilitation, e-commerce, Customs-Tax cooperation and illicit financial flows. 

1-5 May 2017, Sydney, Australia

The WCO and UPU jointly organized a Joint WCO-UPU Customs-Post Workshop for the Asia-Pacific Region from 1 to 5 May 2017 in Sydney, Australia, in cooperation with the ROCB A/P; the Australian Border Force; the Australia Post under the financial support of Customs Cooperation Fund of Korea(CCF/Korea) to support Asia-Pacific Customs and Posts to strengthen cooperation and the exchange of advance electronic information.

19 May 2017, Bangkok, Thailand

Mr. Kazunari Igarashi, Head of the ROCB A/P, and his colleagues paid courtesy visits to the offices of Mr. Vichak Apirugnunchai, who was recently confirmed as new Principal Advisor of the Thai Customs Department (TCD), also Mr. Seree Thaijongrak, newly appointed Deputy Director General of the TCD 

5 May 2017, Thai Customs Department

Upon a kind invitation from the Thai Customs Department (TCD), staff members of the ROCB A/P attended a farewell ceremony for Mr. Paisal Chuenjit, Principal Advisor of the TCD held at its Headquarters. 

1-3 April 2017, Chiang Rai, Thailand

At the generous invitation of the Thai Customs Department (TCD), Mr. Kazunari Igarashi, Head of the ROCB A/P, and his colleagues along with Bangkok-based JICA Expert and Korea Customs Attaché, visited Customs Houses in Chiang Rai Province of Thailand, which is located in so-called “Golden Triangle” for a study visit program organized by Mr. Paisal Chuenjit, Principal Advisor of the TCD, and the Thai Customs Academy. 

On 28 March 2017

Mr. Kazunari Igarashi, Head of the ROCB A/P, and his colleagues paid a courtesy visit to Mr. Auychai Kultipmontre, newly appointed Deputy Director General (DDG) of the Thai Customs Department (TCD), at his office and extended their compliments for DDG Auychai’s appointment and undertaking important responsibilities, including ICT Department and Trade Incentive Program.

17 May 2017, Bangkok, Thailand

5 Azerbaijan officers including the Major-General, Mr. Baba Salayev, the Head of the Main Office for Combating Offenses in the Customs sphere, State Customs Committee of Azerbaijan and 5 Uzbekistan officers including Mr. Oybek Zayniddinov, the Head of the Main Department of Customs Control, State Customs Committee of Uzbekistan visited the ROCB A/P together on 17 May 2017 during the UNODC-WCO Container Control Programme Study Visit in Thailand. 

24 February 2017, Bangkok, Thailand

On 24 February 2017, Mr. Hideharu Tanaka, Director of Japanese Foreign Ministry and current Vice Chairperson of the WCO Finance Committee, visited the ROCB A/P in the margin of his business trip to Bangkok.

Time flies. My four-year tenure with the ROCB A/P has been completed on 23rd June 2017.

I have been working here ROCB A/P for two years from 2015. I was able to successfully complete my work here thanks to the kind help of my ROCB colleagues and the active support of the Thai Customs Department. I would like to say thank you again for your sincere friendship.
