A Training Strategy Development support to Lesotho Revenue Authority

At the invitation of WCO Secretariat, Dr. Tong Hua, the ROCB A/P Program Manager, joined the WCO Seminar on Training Strategy and Simplified Human Resource Management (HRM) Diagnostic Study held from 14 May to 18 May 2018 at the Lesotho Revenue Authority (LRA) Training Center in Maseru, Lesotho, as chief expert. 4 Full-time and 13 Part-Time trainers, including senior managers of Human Resource and Training Divisions of LRA, participated in the seminar.
Dr. Tong led a 3-days Seminar on Training Strategy. He introduced the WCO Instruments and tools for human resource development and management, i.e. WCO Framework of Principles and Practices on Customs Professionalism and WCO PICARD Standards. He focused on the training cycle implementation and shared lots of live examples and best practices in the A/P region. The Seminar highlighted the key points on 5 modules, namely: Customs Competency Framework; Adult Learning Principles; Training Design; Training Facilitation Skills and Training Evaluation. Participants shared their working experiences in these key points. Participants recognized the significance of the Seminar in assessing and improving their training skills for their future practice.
From 17 May to 18 May, Dr. Tong, together with another expert from the Botswana Unified Revenue Service, conducted a simplified HRM Diagnostic study for the LRA, which was participated by middle and senior level managers from various divisions and units of the LRA. They reviewed and validated the main challenges, the way forward and recommendations in the HRD and training strategy, which would help LRA build a modern Customs administration with more effective and high-performance culture.
In the course of his mission, Dr. Tong paid a courtesy call on Mr. Tseko Nyesemane, Deputy Customs Commissioner, on 18 May 2018. Deputy Commissioner Nyesemane and his colleagues warmly welcomed Dr. Tong. On behalf of the ROCB A/P, he donated a CD Album to the LRA Training Center Library. He also visited the Maseru Bridge Customs, which is the biggest cross border checkpoint between South Africa and Lesotho.
