WCO Sub-regional Workshop on Customs Valuation for ASEAN

The WCO Sub-Regional Workshop on Customs Valuation for Members of the Association of Southeast Asian Nations (ASEAN) was successfully convened in Bangkok, Thailand from 29 May to 2 June 2023. This event was supported by ROCB A/P and sponsored by the Japan Customs Cooperation Fund (CCF/Japan), with generous backing also provided by the Thai Customs Department. The Workshop gathered 24 delegates from the ASEAN region who participated in thorough discussions on Customs Valuation. The workshop was facilitated by a Senior Technical Officer from the WCO Secretariat and two WCO pre-accredited expert trainers on Customs valuation, from Japan Customs.

 

The opening remarks were delivered by the Senior Technical Officer from the WCO Secretariat, Mr. Louis Chan, and Mrs. Nunthita Sirikup, Deputy Director-General of Thai Customs. They extended gratitude to CCF/Japan for their financial sponsorship of the workshop and conveyed deep appreciation for the support from WCO, ROCB A/P, and the participation of ASEAN delegates. Furthermore, they highlighted the workshop's vital role in encouraging collaboration among ASEAN members and addressing challenges related to Customs Valuation.

 

Throughout the Workshop, the WCO experts guided participants in comprehensive discussions on Customs Valuation, emphasizing transaction value methods, related party transactions, and transfer pricing. Each delegate had the opportunity to share their country's experiences, stimulating dynamic discussions and fruitful exchange of ideas. On the final day, the Workshop focused on case studies and the application of valuation methods learned throughout the course.

 

The closing remarks were delivered by Miss Namthip Pongsangiam, Director of the Customs Academy, Mr. Louis Chan, and the Senior Technical Officer from the WCO Secretariat. Again, they thanked CCF/Japan for their financial support of the workshop, reiterated their appreciation for the backing from WCO, ROCB A/P, and the engagement of ASEAN delegates. They stressed the importance of ongoing dialogue beyond the Workshop and the application of the knowledge gained within their respective administrations.

 

The Workshop enriched the participants' understanding of Customs Valuation and strengthened the bond between the WCO, ROCB A/P, and the participating members. The participants expressed gratitude for the in-depth discussions, the expertise of the facilitators, and the overall management of the workshop.
